Lindsay Lohan won't face any criminal charges in connection with an allegation that her car hit the manager of the Hookah Lounge in Hollywood, because prosecutors say that a video shows no collision and that the alleged victim was less than credible.
The Los Angeles County district attorney's office declined to prosecute the 25-year-old actress after reviewing a police investigation into the March 13 incident.
A charge could have been considered a violation of Lohan's probation terms for a 2011 necklace theft conviction.
Prosecutors described a car pulling into a parking lot shortly after 11 p.m. and then beginning to maneuver before the driver and passenger switched positions. According to Deputy Dist. Atty John Gilligan, the security video is too grainy to identify the individuals. The car continues to turn around and leaves the lot. Two pedestrians are seen on the video, which "does not show any collision," prosecutors said.
Later that evening, Thaer Kamal, the manager of the Hookah Lounge, called 911 and reported that he and his car were struck in the parking lot. He said that the suspect's vehicle "rubbed along his right leg but that it was uninjured and he did not want police involved." Kamal said he declined medical aid, according to Gilligan's written rejection of any charges.
During a later interview at this home, Kamal told police that he went to the hospital and that his left leg was uninjured. He refused to provide medical records and said his attorney informed him not to "provide any further information."
Lohan through her attorney declined to make a statement.
Kamal, along with his attorney's assistant, met with detectives and handed over a compact disc of photos of a bruised left knee and a receipt from a Kaiser medical center, according to Gilligan's charge evaluation sheet. The detective, Gilligan wrote, saw a bandage on Kamal's knee but "did not see a bruise."
